It was a time of constitutional letter – most states were busy with the task – and the leaders believed that the new nation should have a written constitution; a “set of rules” on the functioning of the new nation. During the war, Congress exercised an unprecedented level of political, diplomatic, military, and economic authority. He adopted trade restrictions, established and maintained an army, decreed Fiat money, created a military code, and negotiated with foreign governments.  The Articles of Confederation were submitted to the States for ratification at the end of November 1777. The first state to be ratified was Virginia on December 16, 1777; Twelve states had ratified the articles by February 1779, 14 months after the trial. .
